Content authenticity in DVB

Summary of discussion:

Positioning of C2PA within the DVB Context

  • Joint assessment of the role C2PA can play in the DVB environment
  • Focus on provenance, authenticity, and trustworthiness of media content
  • C2PA is considered a relevant standard due to its high market acceptance, existing implementations, and industry support
  • Alternative standards or a proprietary DVB solution are deliberately excluded

Client Side

  • Receipt of information by the end user
    • Discussion of which provenance information is actually necessary on the client side
    • Balancing minimal information (e.g., broadcaster / state of origin) against a more comprehensive representation of the origin
  • Mapping the provenance chain
    • Question of whether an End to end chain is sufficient initially
    • In the long term, it must be possible to include the end to end chain
  • Heterogeneity of the consumer group
    • Users’ varying technical capabilities, devices, and information needs
    • Challenge of presenting provenance information in a way that is understandable, builds trust, and is not overwhelming
  • Communication along the usage chain
    • Question of how information can be transported through the “population chain” in a way that is not only technically correct but also socially acceptable
  • A brief discussion on the role of AI labeling: Here, we need to distinguish between AI-generated, edited, or manipulated content. How can this be addressed, and what can be done? The definition can be found here

DVB-I

  • Securing Service Lists
    • Brief discussion on whether Service Lists themselves can be secured using C2PA or similar mechanisms
    • Assessment of whether this would be technically feasible
  • Key and Trust Models
    • Mention of key rotation mechanisms as a necessary component of a scalable security concept
  • Focus on a short “trust chain” in the beginning Broadcaster <> Client side
  • Building on this, a later transition to a complete end-to-end chain spanning multiple stakeholders
  •  Brief discussion regarding responsibility for implementation in the chain –> No final conclusion

Next steps:



– Check whether the DVB-I standards need to be adjusted for the verifier-component.
– Check whether the standard needs to be adapted to support a signature and transmission mechanism.
– Study mission (?) on the end-users’ perspective
– First, set up a short broadcaster-to-client chain; later, trace it back to the end-to-end chain in DVB Environment.
