DVB Toolbox reexplained?

Host: Jan Outters Reporter: Jan Outters Session goal: ThisIs there a potential misunderstanding around the DVB toolbox by authorities, that all technologies shall be supported. Is there an issue? Should DVB get active? What should DVB do?


Summary of discussion:

It was clarified that the discussion is not about the DVB process for the toolbox, nor is it intended to influence whether authorities choose many or few technologies. The focus is solely on whether the concept of the toolbox needs to be re‑explained.

A few examples were mentioned:

  • Spain: Royal Decree BOE No. 73 of 26 March 2025, pages 40598–40700, referring to the entirety of Chapter 6 of TS 101 154.
  • France: No legal mandate for audio, but the specifications of signalling provide a choice.
  • United Kingdom: Relies on industry consensus.
  • Italy used to mandate legally video codecs in TVs, but it was mentioned this was not the case anymore

The group generally felt that additional clarification would be beneficial. However, some participants stressed the importance of engaging with authorities to better understand the reasoning behind their decisions.

Conclusions

  • Increase communication and exchange with regulators and authorities to better understand how they interpret the specifications.
  • Add a simple introductory section to TS 101 154 explaining that the intention is to offer several codec options, not to require support for all of them.
  • Create a publicly accessible one‑page document, which would:
    • Explain the costs and resources associated with the entire DVB toolbox.
    • Clarify why different technologies suit different countries and why this diversity is reasonable.
    • Emphasize that DVB does not decide for regions but points to regional specifications.
    • Convey the basic idea that “less is more.”

 

It was also suggested that this activity could be broadened beyond codecs to address how DVB technologies and deployments should be approached more generally.


Next steps:



Feed these above suggestions into PCM and the Steering Board:
a. Discuss whether the scope should remain limited to codecs or to be expanded.
b. PCM to draft a one pager and liaise with TM AVC on the simple paragraph within TS 101 154
c. Explore how to improve outreach to regulators and authorities.
